In a significant step to strengthen India’s public health surveillance system, the Ministry of Civil Aviation, in collaboration with Delhi International Airport Limited (DIAL), has launched AIR SUVIDHA 2.0, an upgraded contactless Passenger Health Self-Declaration Portal for international travellers. The digital platform has been introduced in response to the ongoing Ebola disease outbreak and aims to enhance health screening at Points of Entry (PoEs) across the country. The move comes after the World Health Organization (WHO) declared the Ebola/Bundibugyo virus disease outbreak in the Democratic Republic of the Congo and Uganda a Public Health Emergency of International Concern (PHEIC) on May 17, 2026.

Developed jointly with the Directorate General of Health Services (DGHS) under the Ministry of Health and Family Welfare, the upgraded portal enables international arriving passengers to submit a mandatory online Health Self-Declaration before immigration clearance. The declaration includes details of the traveller’s 21-day travel history, possible exposure to Ebola, and any related symptoms.

The new digital system facilitates real-time sharing of passenger information with the Airport Health Officer, Bureau of Immigration, Integrated Disease Surveillance Programme (IDSP), and State Surveillance Officers. This will enable authorities to rapidly identify, assess, and refer at-risk travellers while ensuring a smooth, paperless, and contactless arrival process.

Passengers can complete the Air Suvidha Self-Declaration Form (SDF) up to 24 hours before arriving in India. Authorities have advised travellers to fill out the form before boarding their flight or during web check-in to ensure faster processing upon arrival. After submission, passengers are required to carry the downloaded SDF and present it at the International Travel Health Desk or Immigration Counter, if required.

The Ministry has urged all international passengers to submit accurate health information well in advance in the interest of public health and passenger safety. The initiative is expected to significantly strengthen India’s preparedness against cross-border transmission of infectious diseases while making airport arrival procedures faster and more efficient.
