Niva Bupa Health Insurance can not open new places of business for six months
IRDAI has restricted Niva Bupa Health Insurance from opening new places of business for six months following non-compliance with prescribed Expense of Management limits for FY2024-25.

New Delhi: HL August 21, 2026

The Insurance Regulatory and Development Authority of India (IRDAI) has directed Niva Bupa Health Insurance Company Limited not to open any new places of business for a period of six months. The regulatory action comes after the insurer was found to have not complied with the prescribed Expense of Management (EoM) limits for the financial year 2024-25.

According to the company’s disclosure to the stock exchanges, Niva Bupa received the IRDAI order on August 19, 2026. The order follows an earlier explanation sought by the insurance regulator regarding the company’s compliance with the applicable EoM requirements for FY2024-25.

IRDAI’s action relates to provisions under the IRDAI (Expenses of Management, including Commission of Insurers) Regulations, 2024. The regulator found non-compliance with Regulation 6 read with Regulations 10, 11 and 19 of the regulations.

What the IRDAI Order Means for Niva Bupa

Under the direction, Niva Bupa will not be permitted to establish any new place of business for six months from the date of the order. The restriction affects the company’s ability to expand its physical business presence during this period.

The action, however, is specifically related to opening new places of business. Niva Bupa has indicated that it is assessing the order and will take appropriate measures while keeping the interests of its stakeholders in mind.

Niva Bupa Says Current Compliance Is on Track

In its regulatory filing, Niva Bupa said that its compliance position has improved since the period covered by the regulatory action.

The company stated that it was compliant with the EoM Regulations for the entire financial year ended March 31, 2026, and also remained compliant for the quarter ended June 30, 2026. It further said that it is on track to comply with the applicable requirements for the full financial year ending March 31, 2027.

Niva Bupa also said that it does not expect any financial impact from the IRDAI order.

Why the Action Matters

Expense of Management rules are designed to ensure that insurers operate within prescribed limits on expenses and commissions. Regulatory scrutiny of such expenses is important for maintaining financial discipline and protecting the interests of policyholders.

For Niva Bupa, the six-month restriction represents a regulatory setback to its physical expansion plans, although the company has indicated that its more recent compliance record remains satisfactory.

The development also highlights IRDAI’s increasing focus on ensuring that insurance companies adhere to the expense-management framework introduced under the 2024 regulations.
