The Delhi Anti-Corruption Branch (ACB) has filed a nearly 12,000-page chargesheet before the Rouse Avenue Court against former Director General of Health Services (DGHS) Dr Vatsala Aggarwal and two others in an alleged medical procurement case involving supplies and equipment worth around Rs. 700 crore.
The other accused named in the chargesheet are Dr Vinod Kumar Ranga, former head of the Central Procurement Agency (CPA), and Neeraj Chopra. The case concerns alleged irregularities in the procurement and supply of medicines, surgical items, medical consumables and equipment through the DGHS and CPA.
The ACB has invoked provisions of the Prevention of Corruption Act along with sections of the Bharatiya Nyaya Sanhita (BNS). The chargesheet has been submitted while the sanction required for prosecution under the Prevention of Corruption Act is still awaited.
Court to Examine Chargesheet on September 30
Special Judge Vidya Prakash has taken the chargesheet on record. The court has directed its staff to verify whether the documents submitted with the chargesheet correspond with the list of documents. The matter has been listed for further proceedings on September 30, 2026.
Investigation Into Procurement Irregularities
The case originated after the Directorate of Vigilance flagged suspicious transactions and possible procedural violations in procurement handled by the DGHS and CPA. The ACB subsequently registered a case concerning alleged manipulation of procurement procedures and supplies to Delhi government healthcare facilities.
Earlier in the case, Dr Vatsala Aggarwal was arrested by the ACB in June. She was subsequently granted four weeks’ interim bail on medical grounds on August 18. A Delhi court later declined to extend the interim bail and directed that necessary medical arrangements be made in custody.
The ACB’s investigation is focused on alleged irregularities in procurement running into several hundred crores. Previous reporting has noted that the exact financial loss was still being assessed during the investigation.
The allegations remain subject to judicial proceedings, and the filing of a chargesheet does not by itself establish guilt.
Delhi Court Refuses to Extend Interim Bail of Former DGHS Vatsala Aggarwal
Court has refused to extend the interim bail granted to former Director General of Health Services (DGHS) Vatsala Aggarwal in connection with the alleged medical procurement scam. The special court, while hearing her plea seeking an extension on medical grounds, observed that the medicines prescribed to her by doctors could also be provided while she remains in custody. Aggarwal had been granted four weeks of interim bail on August 18, 2026, on medical grounds. The Anti-Corruption Branch (ACB) had arrested her on June 27 in connection with alleged irregularities in the procurement of medicines, surgical items, consumables and medical equipment by the Delhi health department. The investigation has also involved other officials and private suppliers. The allegations remain subject to judicial determination, and no final finding of guilt has been made against the accused.
