The growing dependence of hospitals, laboratories, public-health programmes and other healthcare services on digital technologies is creating a new dimension of health security: cybersecurity. The World Health Organization (WHO) has highlighted that cyberattacks can go beyond data theft or financial losses and potentially disrupt essential medical services and put patient safety at risk.

Cybersecurity is now part of health security
As health systems become increasingly digital, protecting electronic health records, hospital networks, medical devices, cloud platforms and other digital infrastructure is becoming essential to maintaining continuity of healthcare. WHO describes cybersecurity and cyber-resilience as an urgent global challenge.

Ransomware poses a serious threat
Ransomware can lock hospitals and healthcare organizations out of critical systems and demand payment for restoring access. WHO has documented cases where attacks resulted in postponed procedures, disruption of diagnostic services and other interruptions to patient care.

Patient safety can be directly affected
A cyberattack is not merely an IT problem. If clinical systems become unavailable, hospitals may have to revert to paper-based processes, postpone treatments or redirect patients. In severe circumstances, this can create direct risks to patients.

The entire healthcare ecosystem is vulnerable
The risk extends beyond hospitals. Pharmaceutical companies, laboratories, vaccine manufacturers, medical-device makers, health-IT suppliers, research institutions and other parts of the healthcare supply chain can also become targets.

Cybersecurity needs people, processes and technology
WHO emphasizes that strengthening cybersecurity requires more than buying security software. Health organizations need trained personnel, appropriate governance, risk assessments, secure technologies, awareness programmes and tested incident-response plans.

Staff awareness is critical
Phishing and other methods that manipulate employees can provide attackers with an entry point into healthcare networks. Regular cybersecurity training and rehearsals can improve an organization’s ability to detect and respond to incidents.

WHO’s work on future cybersecurity threats stresses the importance of privacy and security being incorporated into digital-health systems rather than attempting to secure vulnerable systems after they have already been deployed.

Cyberattacks do not stop at national borders. WHO has called for stronger cooperation among governments, health authorities, law-enforcement agencies, technology providers and international organizations, including information and threat-intelligence sharing.

A modern health system cannot be considered resilient if its digital infrastructure can be easily disrupted. WHO’s recent work includes frameworks and guidance aimed at helping countries assess cybersecurity and privacy risks and strengthen the resilience of digital health system.
