Union Health Minister JP Nadda Launches Aarogya Setu 2.0 as India’s Unified Digital Health Platform

The Government of India has unveiled Aarogya Setu 2.0, a significantly upgraded version of the country’s flagship health application, transforming it from a COVID-19 contact-tracing tool into a comprehensive digital health platform for citizens. Union Health and Family Welfare Minister Jagat Prakash Nadda launched the revamped application on Monday, positioning it as a key pillar of the Ayushman Bharat Digital Mission (ABDM).

Originally introduced during the COVID-19 pandemic to support contact tracing and public health surveillance, the Aarogya Setu app has now been repurposed to serve as a Personal Health Record (PHR) platform. The application was transferred from the Ministry of Electronics and Information Technology to the National Health Authority after the pandemic to support India’s expanding digital healthcare ecosystem.

The upgraded platform aims to provide citizens with a single digital gateway for accessing a wide range of healthcare services while securely maintaining their personal medical records. Officials said the app will also strengthen public awareness and adoption of services available under the Ayushman Bharat Digital Mission.

With nearly 20 crore downloads, Aarogya Setu already has one of the country’s largest digital user bases. The government expects the revamped application to accelerate the adoption of digital healthcare services across urban and rural India by integrating multiple health-related services into one platform.

Wide Range of Digital Health Services
Aarogya Setu 2.0 enables users to create and manage their ABHA (Ayushman Bharat Health Account), securely store medical records, and access healthcare facilities through the Scan & Share feature for paperless registration at participating hospitals.
One of the application’s major additions is its Artificial Intelligence-powered medical record digitisation capability. Users can upload laboratory reports and medical documents in PDF or image format, allowing the system to automatically extract and organise health information into a personalised digital health dashboard.

The application also supports continuous health monitoring through integration with wearable devices, enabling users to track physical activity, heart rate, calories burned, blood glucose levels and other vital health indicators. Medication reminders, personalised health goals and wellness tracking are also included.

Insurance, PM-JAY and Family Health Management
The upgraded platform integrates health insurance information, including Pradhan Mantri Jan Arogya Yojana (PM-JAY) benefits, allowing beneficiaries to view available coverage, utilisation details and remaining balance through a digital wallet.

Users can also access information related to Central Armed Police Forces (CAPF) health policies, monitor reimbursement status and view family coverage details. Private health insurance information, including claims and wallet balances, has also been incorporated into the application.

The new Family Management feature allows individuals to manage the health profiles of parents, spouses and children under a single account, eliminating the need for separate logins for each family member.

Healthcare Access and Data Privacy
Aarogya Setu 2.0 enables users to locate nearby hospitals, clinics, diagnostic centres and doctors using GPS-based search filters. The application also provides real-time information on blood availability through e-RaktKosh, supports ambulance booking and allows users to search PM-JAY empanelled hospitals for cashless treatment.

To strengthen privacy protections, the application includes a My Consent dashboard that enables users to review, approve or deny requests for sharing their medical information. The consent management system is designed to ensure that personal health records are shared only with explicit user permission, in line with India’s digital health privacy framework.
Government officials said the launch of Aarogya Setu 2.0 marks an important step towards building a connected, citizen-centric digital healthcare ecosystem by bringing health records, insurance services, healthcare discovery and wellness management onto a single national platform.
